Bach held the first Olympics in South America and says the case of Russia

The president of the International Olympic Committee ( IOC ) Thomas Bach, gave today welcomed the Olympic Games Rio de Janeiro 2016, the first to be held in South America starting next Friday and said recent doping sanctions for Russian athletes in the fair.

"Welcome Rio de Janeiro 2016. It is exciting to be here, a few days before the opening ceremony of the first Olympics in South America," he greeted Bach inaugurated the 129th IOC Assembly at the Convention Center of Ocean Hotel Windsor carioca city.

The German exesgrimista said that "cariocas are ready, Brazilians are ready, the places are ready and, most importantly, the athletes are ready" to start summer fair from Friday until next August 21.

Bach also said that problems in the Olympic Village which some delegations complained are already being corrected.

"After I got here, I went straight to the Olympic Village to check the conditions of the athletes. I was happy to see that the initial problems have been addressed in a positive spirit of cooperation and with great support from the Brazilian hosts" he said.

According to Bach, "it is an exceptional Olympic Village for all athletes."



"It is no exaggeration to say that Brazilians have been living extraordinary times. The political and economic crisis in the country is unprecedented. Needless to say that this situation has made final preparations for a challenge Olympic Games," he said.

For the head of the IOC, "at a time when the country is divided politically, economically and socially, the transformation of Rio de Janeiro is truly historic. Rio de Janeiro would not be where it is today without the Olympic Games as a catalyst."

"History will speak of a Rio de Janeiro before the Olympics and better Rio de Janeiro after the Olympics," noted Bach in his speech, in which he praised local sports leaders and authorities, led by Mayor Eduardo Paes.

The "transformation" of Rio de Janeiro, in infrastructure, and the "legacy" of the Games were other points weighted by Bach.

The Assembly, which will conclude on Thursday with the participation of ninety members, will have several issues to discuss, including the "case Russia", which although not on the official agenda took force on the Olympic bosom after the scandal and sanctions Russian athletes who tested positive in doping tests.

"Recent allegations and revelations about doping in Russia and report the results of the McLaren are very serious, particularly with respect to a doping allegedly orchestrated by the Ministry of Sports of Russia," said Bach.

In that sense, the leader said: "If true (the accusations), a system contemptuous type doping is an unprecedented attack on the integrity of sport and the Olympic Games."

"We had to take action despite the McLaren report is not yet over and that the Russian side has not been heard yet. The decision of the IOC Executive Board was unanimous and followed the principles of the Olympic authority agreed unanimously of all stakeholders ", he said.

Thus, Bach completed, "take immediate action" and they will come "more actions and penalties in case there is need."

"With regard to the participation of Russian athletes at these Olympic Games, it had to take the necessary decisions. Because of the seriousness of the facts which could not maintain the presumption of innocence for Russian athletes," he said.

He added. "But on the other hand can not deprive an athlete of the human right to be given the opportunity to prove his innocence You can not punish a human being by the failures of his government if he or she is not involved" .

"Now they are applying these principles. Justice must be independent of politics. He who answers a violation of the law with another violation of the law is destroying justice," said Bach.

The entry of five new sports for the 2020 Tokyo Games, the election of two vice presidents and seven members of the Executive Committee and the presentation of committee reports mark the four days of discussions of the assembly.
